Needles were very precious in the Arctic and women protected them from breakage or loss by keeping them in sturdy needle cases. Like this one, most needle cases are hollow tubes with a piece of hide strung through them to hold needles. An ivory cap at the top and a series of small carvings at the bottom, including a thimble holder, keep the hide from falling out.
